Аннотация Article is devoted research of concept, characteristics and factors of formation of a firm waste of economic activities of
municipal unions in environment of the urbanized territories. Aspects of formation of effectively functioning control system by sphere of
the reference of a firm waste of economic activities of municipal unions and ambiguity of interpretation of categories used in given
activity are considered. The algorithm of perfection of an existing control system by sphere of reference ?????? in region,
