Аннотация The electoral system which is used for elections of Russian State Duma is exposed to the critical analysis in the given article. The author considers that election of one half of the deputies according to the majority system, and election of another one according to the proportional system results in the fact that not the advantages of both systems but their disadvantages are combined. The author proposes the alternative variant. It is a flexible mixed system founded on a method of a largest mean. The offered system allows to define correlation of party deputies and independent ones only on the basis of electors' voting.
