Аннотация In current work there is historical-theoretical aspect of entrance of Finland to Russian Empire in the period from 1809 till 1905, receiving its autonomic status of Great Finnish Principality with its Constitution, Parliament and Government. You can find tendency of influence of other institutes to state of Policy in the country. Also there is considered the state of The Organization of preservation of Law and Order in Finland to the moment of its entrance to Russian Empire complement in 1809. There are also shown the processes of statement of the Great Finnish Principality in conditions of autocracy in Russia
